TPS2378: Can I power up TPS2378 from a passive POE which is not 802.3af/at compliant?

I am designing a switch which is POE powered. If a customer connects a passive POE injector which is not 802.3af/at PSE compliant, will TPS2378 power up? If not, if TI has any other device which can work from a standard-compliant POE PSE as well as passive  POE injector, it will be very helpful.

    My understanding of a passive PoE injector is one that always outputs power with no negotiation. If power is applied to the input, our devices will work. For example, we use a DC power supplies that injects power into an ethernet cable. So it should work. 

    The only thing to be careful is that the power ramp can be very quick, so ensuring that the proper filter caps and overvoltage protections are in place is important.
