Are there any timing requirements on the inputs to the TPS51200?

    Yes - the voltage on the EN pin must ALWAYS be less than or equal to the voltage on the VIN pin. Note that this does not mean that EN can be anywhere up to the max possible value of VIN, but that EN must always be less than or equal to the current value of VIN. Moreover, if VIN and EN come up after REFIN, then there will be overshoot on VO.
