Design help for rechargeable headlamp

Hi Team, 

I'm posting this in behalf of the customer. 

I need help in designing an electrical circuit  and pub for a new LED headlamp using both battery and transformer power selectable by whether the transformer is plugged in to onboard usb port or not. If transformer is plugged in power for the emitter as well as recharging the onboard battery would also be performed. PWM adjustment of light intensity through  micro controller programming at factory will be needed but light will only be in an on or off state based on tactile switch. User will not adjust light intensity. LED will use 700-1200 mw. Input needs to accept 2.8 to 6V. Will need to be constant current design. Willing to hire services of electrical engineer to design this with newest applicable smd components. Could you please help me source parts and design services?
