The USB 2.0 spec is written in terms to capacitance, not the value of the capacitor present. As long as your customer ensures that they have a minimum of 1uF and a maximum of 10uF of de-rated capacitance, then they will be compliant.
The safest value to go with is 2.2uF or 4.7uF rated at 10V. They caps will see voltages of up to 10V on a disconnect of a device on a long cable, so a 6V cap is a long term reliability risk.

I think that I was referring to the type C specification instead of the USB2.0 specification. They can use as much capacitance as the specification allows. The TPS2546 will not be impacted by this choice..
