Can I use the techniques described in App Note SLVA317 with the TPS62690 to make a negative regulator? I need -8V at 100mA and I like the TPS62690's simplicity, small size, and high switching frequency.

Woops, the TPS62690 can't handle my 12V input voltage. Let me re-phrase the question then: Can I use the techniques described in App Note SLVA317 with the TPS62110 to make a negative regulator?

You are correct that the TPS62690 does not have the voltage rating required for your 12V to -8V application. Using equation 1 in that app note the TPS62110 does not either. It is not recommended to use it above 17V, which is the input voltage plus your negative output voltage or 20V in this case.
I recommend using the TPS54040 per the app note's instructions. It can be set to a high switching frequency. Another option is the TPS5410 or TPS54233 family.
