The working condition is okay with LM2700. I tried the following condition and it can be loaded.

There may be some issue with the software, it will cost a lot of time to repair it with software team. You can try the very closing working condition to validate the circuit or try 'PSpice for TI' for simulation which can be downloaded from ti.com.

OK, so, stripping away your weasel words and avoiding of the issue, there is a problem with WEBENCH and TI has no plan to fix it because it would be too much trouble. If modeling 6.0V-7.0V to 10.0V @ 0.5A completely fails, why would I think that modeling 6.0V-7.0V to 9.9V @ 0.5A gives the correct results?

As I mentioned, there is a issue with the software but not the application. And I'll report it to Webench team.
And In real EVM board, the output voltage may have some deviations with the calculated value due to the resistor accuracy and parasitic parameters. So I proposed a very approaching operation condition so that you can estimate the application.
Simultaneously, the PSpice model of LM2700 is available on product page, you can simulate with "PSpice for TI' to get the correct results.

Saying that "there is a issue with the software but not the application" is like saying that there is a fault with the steering but not the automobile.
If your car developed an uncontrollable veer to the right at 100 km/hr, would you go ahead and drive it in traffic at 99 km/hr?
Telling me to use PSpice in no way addresses the issue with WEBENCH.
I understand that your management measures your job performance in part by monitoring the promptness of your replies to comments in this forum but not their content. It would be more helpful if you would just acknowledge the problem, estimate when it will be corrected (or state clearly that it probably won't be fixed) and just leave it at that. Weasel words just undermine any confidence that you have a clue what you're doing.
