The maximum continuous current rating is based on stress testing and temperature ratings of the device, not a voltage drop. During turn on the voltage can dip during inrush if you have a weak supply or not enough input capacitance to make up for a weak supply.

Does it mean that whether or not a voltage drop occurs when a load is connected depends on the performance of the input power supply, not the performance of TPS 22810?

That is correct. The device controls the slew rate, but if there is a large inrush current the voltage from the supply may drop during turn on to account for it.
