I am not terribly familiar with the Tiger Lake UP3 or what would be required from a supporting PMIC. Would you be able to provide any specifications (ie, input voltage range, how many voltage rails, the necessary current/voltage capabilities of said rails, etc.)?

It looks like you're looking for something that has a Vin (max) of 21V and ~6 regulated outputs (preferably bucks). These are the best I can recommend are below but they don't quite meet all requirements:
1) LP8754 (only has Vin max of 6V)
