The customer would like to know what's the difference between Configuration-Date-Cycle Count and Gas Gauging-State-Cycle count. Could you help resolve this case? Thanks.

The configuration-data cycle count is the actual cycle count reported by the SBS command and represents the actual number of cycles.
The Gas Gauging-state cycle count represents the cycle count at the last Qmax update. The two values are used to calculate the MaxError() reported by the gauge from the last successful learning.

Can the soc be configured to 100%? And can it be configured to keep the SOC at 99% if the full charge condition is not met?

The SOC can't be manually adjusted, the gauge is constantly updating the SOC value according to the Impedance Track algorithm.
You can't force the SOC to stay at 99% like some of the other gauges (BQ40Z50) until valid charge termination. The feature is not supported.
