The parallel configuration of battery cells doesn't matter to a charging IC. It still presents the same max charge regulation voltage that the charger needs to charge the batteries to. As BQ24170 can support your charge regulation voltage and charge current, you can use this part. Regarding cell balancing of parallel cells, this is not done by the charger IC, and you can use an external chip solution for cell balancing if required.
