Do you know what conditions cause the DSG FET be latched low status?
Any safety related protection will trigger DSG FET to be turned off.
Please refer to the data sheet, Li-ion protection and Permanent Failure sections.

But what conditions would cause DSG FET be always latched off status?
I met one stronger symptom that DSG FET was always off status and voltage is to full status.
Example:
Released condition that device detects did charging action;
2. Short current;
When the short condition be released , Device would recover to normal automatically.
Any of the permanent failure conditions will blow the fuse and keep both CHG/DSG FETs in the off state.

Only DSG FET is off status, CHG FET is on status;not PF raised;
This battery pack be inserted into the host system, and charged to full, then put into -20 for 2hours.
Turned on the host system, observed DSG FET be latched to off status.
Do you have any suggestion ?
It looks to me like the gauge may have had a CVUV at some point but has since recovered. The curious thing here is that your capacity does not match up with your cell voltages at all.
