BQ24780S: Detect battery 100%, but won't charge

I have 3 Asus Gammer with the same problem, deterct battery 100% charged, but no power on battery, charge circuito have 0V.

All signals are correct, I have tried with new battery's but detect 100% charged, but battery have half charge.
