TPS2388: POE: Class 2 PSE to Class 4 PD?

If I connect a class 2 PSE (provides up to 25W) to a Class 4 PD (can use up to 71W) while only using up to 25W, will the system work correctly or once the negotiation occurs and the PSE will see a PD that can use more power it will automatically reject it? I tagged the TPS2388 as an example part for a PSE but don't need to use this specific part.
