TPS65400: Power sequencing without I2C

Hello,

I Would like to use TPS65400 for FPGA power with out I2C Configuration and I have below queries.

1.As the FPGA's powers are needed to be sequenced what I am doing is enabling them by giving previous channels output through resistor divider configuration but one of my first out put was 1V which was not sufficient for enable.Is it okay to connect the EN1  to Vin through resistor divider and then I will use VDD for the next channel and then the corresponding outputs to get the Sequencing.

2.As I am not using I2C do I supposed to connect the SS pins to ground through capacitors or do I still need the Pullups.
