TPS25210EVM: Reference design with ESD protection for 12/24VDC and USB dual power supply

For a redesign of the power supply (marine applications) we are looking for a reference design with the following specs:

Internal operations: Standard device consumes 0.2A@12VDC in regular operation and every 10s to 3min there is a radio transmission for approx 30ms when power consumed will be 1A@12VDC. Internally everything is running @5VDC or 3.3VDC.

Requirements:

Dual power supply:  

1) Vessels have either 12VDC (smaller vessels) or 24VDC (commercial). Mostly this power comes from the vessel battery that also has lots of other equipment connected.

2) USB 2.0 used for communication and can power our device.

All 3 cases 12/24VDC only, USB only and both including hot-plug changes are feasible. Various ESD scenarios: power may be from vessels's from battery or converted from a generator, USB connected to laptop running on its internal battery or laptop may be charged from the land line (possibility of ground loops?) or USB from PC connected to 230V from generator, ..  engine starts + all sort of faults beyond the textbook.

What are the TI recommended parts, reference designs.
