I am not sure to understand the question.
You can sync a clock to TPS62816, the min and max frequency range are specified in the Electrical Characteristics (min: 1.8MHz ; max:4MHz).

Hi Paul,
For the TPS6281x devices, this should work, and I recommend that you test an EVM to make sure the exact behavior is sufficient for your application.
Let me loop in others for LM61495-Q1 to speak to that device.

Hi Paul,
The LM61495-Q1 datasheet shows the typical SYNC/MODE waveform that must be meet for detection of a synchronization signal.
I'd imagine that so long as the "jittering" external synchronization source satisfies the SYNC amplitude threshold and minimum SYNC rising/falling pulse duration, the regulator's switching frequency should be synchronized to the external clock.
I too highly recommend you test this on an EVM to properly evaluate the behavior.
