I just checked the TPS33899 and I am able to open and run simulation on my system. 

May I know where did you get the model from?

I downloaded it from the TI site,

Opening the project or the DSN gets me this error

I am using OrCAD 17.4 and other TI files work correctly the problem is only with this project

Could you please provide the link where you downloaded the file?

I've downloaded and install the file from your link and I am able to open the file without issues.

Could you please check the orcad version you are running?

I am currently running 17.40.029.
