I have a bq78PL116EVM that I am having trouble powering up. I am connecting the cells in the order of:

1) VSS

2) BATT-

3) Remaining cell connections (1-7) through a connector. The 7S solder bridge is shorted.

When I connect the pack, the VLDO1 reads 0V, VLDO2 reads 10.5 and none of the LEDs light up. The bq78PL116 IC also gets very hot. I have already replaced it once. Any ideas what I might be doing wrong, or if there are any known issues with this eval board? The same setup has been working on my bq78PL114 eval board.
