Without any other power connections, please connect the EVM to the PC using the USB-C header.
Do you measure 3.3V at J15-6, 5V at J15-8, and 1.8V at J30-3?

Using the silk for J15 (same as the schematics)
J15 -6 (silk VSYS SENSE) measure 0V
J15 -7 (silk 3.3V) measure 3.3V
J15 -8 (silk VSYS) measure -0.116V
J15 -9 (silk 5V) measure 5V
Using the silk for J30 (same as the schematics), jumper connecting pins 2 and 3
J30-1 (silk 1.8V) measure 1.8V
J30-3 (silk 3.3V) measure 3.3V
TP1 (silk VCCA) 0V

Something does appear to be wrong with the board and I am very suspicious of the Q1 fet. You can try powering the board and PMIC without the using the Fet.
To do this:
You should see at least 1 LED turn on and LDOVRTC and LDOVINT should measure 1.8V on J13 or J14.
If the above works, you should be able to use GUI to talk to the PMIC even if other rails don't turn on.
