BQ24707: BQ24707 Short-Circuit Protection and verify

I have two query need your help.

1, From the datasheet I know the Short-Circuit Protection, attached the Block Diagram, when COMP1 and COMP2 output high at the same time, will the counter +1?

Or when one of the comparators outputs high, the counter will +1?

2. If the adapter is 12V, the battery is only 9V (12V when fully charged)

However, the threshold value of the comparator on the high side can only be set at 300mv~900mv

Will the high side comparator always output high?

Because the ACP voltage is 12V, and the PHASE voltage is basically equal to the battery voltage of 9V before charging

Then ACP-PH  will be 3V much larger than 900mv.

Whether the understanding is correct?
