TPS65910: Can the OFF state be entered with PWRHOLD on

In an updated design where we are updating to use the TPS659106 for a i.MX53 Processors it seems we made a design mistake by connecting the  input PWRHOLD with the output VRTC (always on 1.8 V) :

Now it seems we cannot power the PMIC to off by setting the control register DEVCTRL_DEV_OFF  bit: 

tps65910_set_bits(tps65910, TPS65910_DEVCTRL, DEVCTRL_DEV_OFF_MASK); 

Before doing a new hardware change could anybody confirm this behavior? 

Note when looking at the https://www.ti.com/lit/ds/symlink/tps65910.pdf?ts=1657111668821  and setting the DEV_OFF high 

I would say it should be possible to turn it off ? 

But mu intuition tells me that having the  PWRHOLD  high blocks the OFF state. 

I hope somebody is able to help.
