No we don't have spec for it. Blinking is just a way to indicate fault condition. Do you have any specific need for it?

Thanks for the information and sorry for late response.
By the way, customer's application share one LED to indicate not only a charging status but also other information, which is controlled by external MCU. MCU reads the STAT pin output, so MCU have to distinguish whether the STAT pin is blinking or constant ON or constant OFF.
Do you have an idea to distinguish STAT pin state completely?

In this case, you may set up the limit empirically. Most of time STAT pin is in steady state. The only other time STAT blinks is when you have battery disconnected(to charge and recharge the board capacitance). you should be able to obtain a good set of baseline data for your limit after testing a few boards.

Sorry I don't understand well about your suggestion. Based on pin description in the datasheet,
1. LOW indicates charge in progress.
2. HIGH indicates charge complete or charge disabled.
3. When any fault occurs, the STAT pin blinks at 1Hz.
It has three states and MCU is not able to distinguish 1->2->1->... by accident or just a 3.
Customer's application never disconnect battery. Could you explain more in detail?

You probably need two sets of measurement:
1. measure the frequency, if f ~ 1hz(or based on your empirical data), it's in fault. if f=0, then
2. measure the voltage, to distinguish Low and High.
