TL1431 Oscillations in regulated output 1V p-p. Parasitic?

Have a design using the TL1431 in a current shunt /voltage regulator circuit. I am having problems with what seems to be parasitic oscillations.

The circuit clamps a power supply to 34V but has a 1V p-p 700kHz ringing on top. Regulation is quite good otherwise and the stability is good as well. Suggestions on getting rid of the oscillations would be helpful.   The  present test setup uses banana leads and the noise can be  reduced just by grasping the leads together.

Also, the circuit is in a metal housing and the above testing is done with the lid off. When the metal lid is placed on the housing the ringing gets worse with a p-p of 7V.

The connectors have filtered inputs that connect to solar panels.  Presently I am testing the circuit with two power supplies in series to get the required voltage.  The shunt is designed to shunt 0-3A.  

The circuit is to protect electronics from damage when the solar panels exceed 34V. 

RP
