You need to supply more information about the application. A schematic and 2-3 'scope pictures would be nice to start. Also, exactly when does the fluctuation occur?

How is the UC3845 being used: buck, boost, flyback? What are the Vin, Vout, and Iout conditions? A "fluctuation" is too vague of a description. It could be caused by poor loop compensation, transformer saturation, pulse-by-pulse current limiting, incorrect HV startup components, etc. If you don't supply a schematic, 'scope picture, or description of when this occurs there's no way to accurately provide a resolution.

Have you used TI's WEBENCH designer? Find the online tool here.
Enter UC3845 in the Part Number field.
Enter your Vin, Vout, and Iout requirements.
The WEBENCH tool will generate a very nice design report for you. You can EXPORT the design report and Print (to a PDF file).
COMPARE your existing schematic to the one generated by WEBENCH. This should get you on track to resolving the "fluctuation".
