I design a 3 series lithium batteries with BQ3060, cell undervoltage protection is 3V, under the situation of undervoltage protection, under what conditions will the battery pack be prohibited from charging, for example, when the cell voltage is lower than a certain value, will charging be prohibited? I don't see the relevant parameters

The gauge has the depleted voltage threshold: C.4.7.6 Depleted Voltage (Offset 8)
You would need to upgrade to our newer gauges which have additional features to disable charging at low voltages. This gauge has limited options.

When the battery (or cell)voltage is very low, the battery can still be charged. When the battery (or cell)voltage is very low, bq3060 does not have the function to disable the charging function,right?

I don't believe there is a function to implement exactly what you described, the XCHGLV Depleted Voltage would probably be the most similar feature.

You can check the TRM for all functionalities of the gauge. The BQ40Z50 has the SUV function to disable the pack if the voltage is too low.https://www.ti.com/lit/pdf/sluua43
