TPS65988: Dead Battery Renegotiation of RDO

So the image below shows my hardware setup. Both PD controllers are setup the same per the attached file. The PD controllers are connected with port 1. What we are looking to do is.... The Halo device will be powered from a local battery. The PD controller will boot with the micro and the micro will patch it with the file attached. Then VBUS will go to the rim which the PD controller will allow through the PD controller based on the dead battery config. This will then allow the MCU in the rim to boot and configure the PD controller. The issue I'm seeing is the active RDO is only allowing 0.1 amps. I need it to negotiate 3 amps. When I try to load down the rim side it causes the Halo to shut its port off. I'm not sure what I'm missing to get it to negotiate current up. Also attached is a snapshot from the RIM Pd controller.
