    There are recommended steps for writing OTP in production in this document (see Section 3.1): https://www.ti.com/lit/an/sluaa32a/sluaa32a.pdf 

    For a simplified schematic, VC16 and BAT pins need to be connected to a power supply set between 10V and 12V. The simplified schematic from the datasheet (Figure 16-2, Figure 16-3) can be used, except you could leave the CHG and DSG pins floating and remove the section of the schematic in Figure 16-3.
