Hi Pan,
Phase configuration is not changeable and is fixed in the OTP. BUCK0 is also the primary buck in the 2-phase configuration and it is the phase that is always switching even when automatic phase adding and shedding is used.

In theory it could work if the PMIC is not operating in forced multiphase operation and output current is always low enough that the second phase would not start to switch. However, this is definitely not recommended or endorsed by TI and should not be used in the design.
Recommendation is to LP87524-Q1 version of the device where there are 4 single phase outputs.
