BQ40Z50-R1: In System sleep, wrong value on first read

We are using the BQ40Z50-R1 in a removable battery. We've enabled the In System Sleep function, and confirmed that the battery is shutting down when the bus is quiet for 10s. On wakeup, we seem to be getting stale RSOC values. For example, the battery is at 90% when the system is shut down. After some time, the RSOC is read and reads back 90%. A second reading immediately after will be 85% (which is accurate). 

The gauge takes a voltage sample every 5s and a current sample every 20s. The standby current during this test is ~4mA, the limit is 15mA.

Based on the documentation, it looks like the gauge should be updating while in sleep mode. Can you tell me why it might not be? Do we just have to do two sequential measurements?
