2. When the current reaches 1.7A, will the current be stuck at 1.7A? or protect
3. When the current is set to 3A, but there is a 2A load switch in front of it, what will happen?

Apologies for the delay response.
1. I believe the standard Type-C current is 900mA (0.9A)
2. The device should limit the current until the condition is removed or the device begins to thermal cycle:
3. If the connected sink device only needs to draw 2A, then the TPS25810 will only provide 2A.
