Where the PGOOD connects in your system will depend on whether to connect to VCC and the values of pullup resistor. The VCC voltage is 4.5V.
The PGOOD pin has max sink current capability and a leakage current. These values will determine the minimum and maximum resistance for the pull up.
The PGOOD presumably connects to another device in the system. The pin on that device will have a maximum voltage rating, a low level input voltage and high level input voltage. The pgood pullup resistor and the pullup voltage source will need to take in the limitations of the pin it connects to. Using a 10kOhm, is a good compromise when you are unsure.
