BQ34Z100-G1: Battery scaling for high capacity batteries

I'm working on a product which will run on two 20Ah 256Wh batteries connected in parallel (40 Ah 512 Wh total), with a single BQ34Z100-G1 and BQ25703a for gauging and charging.

I have scaled the Design Capacity by 2 (2 * 20000 mAh), calibrated the current 1/2 (measured_current = actual_currrent / 2) and the Design Energy by 16 (16 * 32000 mWh).

This combo is still having issues with the capacity scaling, where it appears to only see the effective capacity of ~20 Ah. How can I resolve this?
