My interpretation, is that these two entries do not have same conditions.
The electrical table has a Vin to Vout differential with Vout =0 V.
Figure 14 has graphs by Vin to Vout forced to Vout = Vout programmed -100mV.
So in the first case Vout is shorted to ground. In the second, a simulated heavy load causing Vout to be 100mV below programmed.
In the graph, the Vin to Vout delta of 7V, has multiple solutions for Vout. One solution could be Vin of 8, programmed Vout of 1, with Vout forced to 900mV. Unfortunately, I do not have the exact conditions that were used to generate this graph. Its intent is to show how the safe operating area of device changes the current limit based on the Vin to Vout differential. The electrical table is showing current limit behavior with a short to ground with a 7 V Vin This is independent of what Vout feedback divider is set to.
