It is not possible to use the device with only 2 transistors on the boost side. For example the buck side is needed when the device starts up. If you know that the power needed on the buck side is a lot lower than during normal operation, you can try to use smaller FETs.

I actually tested it and deleted the FET on the step-down side. Only the leakage current was different, and no abnormalities were found.
