BQ76940: There is 19 volts on the REGSRC but 0 volts on the REGOUT

I'm building an BMS based on the BQ7694003. I have built test board following the datasheet and the "bq769x0 Family Top 10 Design Considerations". Unfortunately, there is 0v on the REGOUT when 19V on the REGSRC.

    Have you booted up the part yet?  To boot the part, you need to apply a rising edge to the TS1 pin.

    The datasheet adds further instruction: TS1 is used to boot the part. A rising edge is required for boot. A high level maintained on TS1 does not prevent shutdown or waking the part. A voltage level maintained on the TS1 pin after boot affects the voltage on the thermistor and the temperature determined by the MCU if external temperature sensing is used in normal operation.
