What is the long-term impact on the gas gauge's performance and accuracy if the full charge condition is not met?

The gauge will use the previously detected full charge to determine SOC = 100%. As long as the gauge can periodically determine cell state with an OCV measurement outside the flat zone, accuracy will be maintained.
