Hello Fred,
I believe from looking at the schematic, PRC229 is a 0 ohm resistor and PRC230 is not populated. This means that the TLV431 will behave as a regulator. The regulation voltage will be 1.24V.

Yes, it is the same as that circuit. The advantage of the TLV431 is the output is very accurate with low temperature drift. The output voltage accuracy for the TLV431A is 1% at 25C. The temperature drift is also very small.

The regulated voltage can be changed from 1.24V to 6V by changing the resistor values PRC229 and PRC230 according to this equation
In the current schematic, the regulation voltage is fixed at 1.24V
