Looking at 7.4.8 FAULT RECOVERY in the datasheet, the recovery condition is EN = HIGH and the brightness is greater than zero. If EN is HIGH but brightness is zero, does the device keep the state FAULT recovery?

I think you can combine the Table 7-9 together with the FAULT RECOVERY.
When you enter the FAULT RECOVERY, mostly device has a brightness to lead the fault

I understand the mostly device has a brightness when the device enter the FAULT RECOVERY state. But, when the device enters the FAULT RECOVERY state, and then we set EN=HIGH and set brightness to zero, does the device keep the state FAULR RECOVERY?

You can follow the Table7-9 to see the specific action for different fault.
Some will be in standby mode, some will recover after 100ms.
