TPS62130: Please Clarify EN (Pin 13) Operation

The datasheet description of EN (Pin 13) is "awkward."  I've prototyped three TPS62130 and they all act seemingly counter to my interpretation of the datasheet.

With EN tied low, the parts power up disabled.  When EN then floats, the chip continues to be disabled.  When EN is subsequently taken high, the chip is enabled, and remains permanently enabled.  Taking EN to float and then low again will not disable the part.  Shutting off power to the part for long periods of time will not disable the part.  The chip is permanently enabled, forever.  Pin 13 is permanently disconnected.

What could I be doing to systematically fail each part?  Or am I misinterpreting the datasheet?

"The EN signal must be set externally to High or Low. An internal pulldown resistor of approximately 400 kΩ is connected and keeps EN logic low, if Low is set initially and then the pin gets floating. It is disconnected if the pin is set High."
