seeking news on a permanent-fail over-voltage threshold. This is to provide overcharge protection by rupturing the chemfuse (using COUT pin) if the main BQ76952 in our design has been damaged.

We don't expect it to be a frequently installed option on our BMS PCB but for extreme use cases where over-charge protection is critical.

Has this permanent fail voltage threshold been considered or is this likely to become a standard part variant over-voltage threshold ?

No urgency. After Thanksgiving holidays is a fine response time.
