I'm using the TINA 9 simulator from TI's site. The model for the UC1846-SP is also from TI. I'm curious what you are getting in your simulation and what values you are using for the R1, R2, and RSense network.

I am also using TINA and used your values of R1 = 10k, R2 = 5.9k, and RSense = 0.5 Ohms
It is at least somewhat concerning that I can't get the same values as the datasheet, but since the model is encrypted I have to get access to the unencrypted model to see internally what is happening.
This will take a bit.

In the mean time, I would like to be able to replicate your problem to make sure I am tracking down the right thing.
If you take the schematic online and change R1 = 10k, R2 = 5.9k, and short the output; do you see 0.6 V as the voltage limit?
