The figure below shows the peripheral circuit diagram of the chip. After the abnormal chip PUSH and PULL pins are powered on by VCC, the output is DC level, and the voltage is about 11V.
Whether abnormal chips need to be sent to the original factory for analysis？Thanks！！！

Can you please clarify your question? From my understanding, you are experiencing a constant 11VDC output on both the push and pull pins instead of a PWM signal. Is this correct? I suspect this is a timing issue. You may need to change your component values.
Your schematic is not helpful because it is not clear and there are no component values. I am also not sure what the U600 component is. I have a revised version below. Does this schematic reflect your design?
