I am looking for a 3.7V single cell Li-ion battery power meter chip, is there a model that does not require calibration of the battery before use, as our products are matched with batteries by the customers themselves.

It looks like by "calibration", you mean characterization and matching chemistry + running learning cycle. For good accuracy these steps are critical

I have seen some chip features mentioned in the "No Full-to-Empty Battery Relearning Necessary", such as MAX17043, TI whether there is such a power meter it.MAX17043 is too expensive!

A similar gauge is BQ27621-G1 which does not use a sense resistor. However the accuracy of such gauges is very low compared to the BQ27Z561-R2
