If the LM317 shuts off the input and the output is connected to 18V power, is it possible to do this?

Hi Shelton,
The LM317 has no ability to power down a voltage rail.
Are you saying if the input is brought to 0V and the output is set at 18V causing a reverse voltage condition?
If so, this will cause a reverse current to flow out from the input pin of the device. Anything on the input rail that cannot sink current may be damaged. As for the LM317 itself, it is a bipolar device, however at 18V of reverse voltage an external protection diode would be recommended in order to protect the device from the condition.
