LMS1585A: LMS1585ACSX-3.3: absolute Max Vin?

I see on the datasheet for LMS1585A  Rev G    https://www.ti.com/lit/gpn/lms1585a  under  ABSOLUTE MAXIMUM RATINGS   it say

Maximum Input to Output Voltage (VIN to GND)       13V

That is ambiguious :  is it 13V between input to output,   or input to ground?

If it's between input and output, that means max Vin to ground could be 16.3V  (given that it's a 3.3V output regulator).  NOTE: I'm using the fixed output regulator.

    Agreed that this spec is a little ambiguous. This is an older device so we have for it is what is contained in the datasheet. With that said, many of the EC table specs are specified with a particular VIN - VOUT range, so to me that implies that the abs max spec is actually for the input-to-output differential voltage and not VIN to GND. Furthermore, the simplified transistor-level diagram also shows that VOUT is actually what is connected to the substrate of the die, so I think that is why they say VIN to GND (i.e. die GND).
