Hello team,

My customer is using LM3481 by referring LM3481-FLYBACKEVM(https://www.ti.com/lit/ug/snvu528/snvu528.pdf).

Can you please let me know how C16(0.22uF) was determined?

From the datasheet, bypass cap range is from 0.47uF to 4.7uF.
