I am sorry that the UCC28950 Excel tool does not seem supported for less than 300 W.  The UCC28950 can support less than 300W.   These devices are generally used in applications of 300 W and greater, that might be why the author of the Webench tool put the 300 W limitation on it.  However, the PSFB should still work for less than 300 W.

In the 200 W power rang the LLC topology for high voltage DC to DC  converters is a popular choice using the UCC256402.  This is due to the LLC requiring a half bridge instead of a full bridge to drive it.  The LLC topology also achieves ZVS on the primary.  The following link will bring you the UCC256402 product page.  Information in this folder should help if you with the design process if you choose to an LLC for your design.  https://www.ti.com/product/UCC256402?keyMatch=UCC256402&tisearch=search-everything&usecase=GPN
