TPS2061C: Vout cannot ramp up after short test with 0.5A load

Hi,

   Customer did a test on TPS2061C: 

1. Add 500mA load from electronical load.
2. Short Vout to GND.
3. Remove Short, but 500mA load is still added. Vout cannot have 5V output, only 1.2V around.
4. Remove DC load, Vout has 5V output.

Question is how to make Vout has 5V output even 500mA load added at step 3. this is supposed 2 USB ports are used, 1 port is short, and 1 port offer 500mA to device normally. when SCP is removed, the port should work normally Vout = 5V.  what can we do to make it? 

  CH1 yellow: OC#

  CH3 Pink: VIN

  CH4 Green: Vout
