UCC12050: VIOSM specification vs Surge capability (10kVpk)?

-How do those two values relates?
-Can the UCC12050 sustain a 10Kvpk surge? and under which definition/test/standard?

I have looked at the two below documents but still have difficulties to understand what the 10kVpk on the first page refers to:

    The device is 10 kVPK surge rated and qualified according to IEC latest standard IEC 60747-17 (previous was DIN VDE V 0884-11). If you look at the test conditions for the VDE it states 1.6 x VIOSM. VIOSM is 6250 VPK and 1.6*6250 VPK=10 kVPK. When discussing the general isolation rating of TI devices, we mostly refer to VISO as defined by UL1577 (Withstand Isolation Voltage) which is 5 kVRMS for UCC12051-Q1 and 3 kVRMS for UCC12041-Q1.
