yes, you can use the device without PMBUS. setting parameter will come as us Default per the datasheet. 

The PMBus pins for the TPS546C23 use unpowered open-drain inputs.  They can be safely connected to ground, left floating. If the pins will never be used, it is recommended that the pins be tied to the thermal pad to minimize any noise on the pins, but this is not strictly necessary if a design wishes to leave the pins floating and available for future use.

Thanks for your reply, your information resolved my issue. where we have to purchase these TPS546C23 ICs. Is this recommended for new designs or do you have any similar part numbers which are available in the market.
